    Evidently you must feel the regulatory system is being ignored. I doubt that very much. The government is totally in charge. I'm guessing they are smarter now than they were in 1908. Think about Japan in 1908 and 2024. Completely different world there.

    What benefit to the bosses are these people if they have no skills for the bosses to offer. Japan will train them and by law teach them Japanese. They have no interest in teaching them English and even if they could speak English it would be if no benefit in Japan.
