The new Presidential Regulation made a new framework for employing foreign workers.

The ministerial and operational regulation is already published, but not yet widely circulated nor yet implemented, due to technical and operational difficulties (and maybe silent resistance or obstruction) in the Ministry of Labor, that still works under the old system.

Ah finally a Ministerial Decree. These get far more into depth about the technical details, and actual day-to-day implementation.

I had a cursory look, and nothing exciting stands out. Certainly nothing contradicting what we already know from our previous discussion here: https://forum.expatindo.org/threads/perpres-no-20-tahun-2018-penggunaan-tka.3646/

The one thing that does stand out is that the Bahasa Indonesia requirements still haven't been fleshed out. It only states that the employer has to facilitate Bahasa Indonesia training for the TKA, and it could be done either by the employer OR working together with a Bahasa Indonesia training organization (school). Nothing about proficiency requirements, or even how much to "facilitate" (no hour/class requirement, nothing on what curriculum to use etc). This literally could mean anything.
 
Most interesting is that an RPTKA is not needed for director's and commissioners who are also shareholders. I am not sure if that is new but it means that Director's of a PT need not pay the DPKK fee if they hold shares in the company they work for.

I was skeptical, but it seems you are correct. Pasal 10 says no RPTKA needed and Pasal 26 says no DKP fee.

Kewajiban pembayaran DKP-TKA dikecualikan bagi:

c. Pemberi Kerja TKA yang memperkerjakan TKA sebagai anggota direksi atau anggota dewan komisaris dengan kepemilikan saham sesuai dengan ketentuan peraturan perundang-undangan.
I wonder what the "sesuai dengan" is referring to? Is there some minimal ownership percentage or other requirements to fill?

And I wonder what this means for Pasal 20-22 describing the process of notifying the Immigration authorities to issue a visa after payment. If these positions are exceptions, how do you get to the IMTA and VITAS steps without first filing for the RPTKA?

Pasal 50
Rekomendasi alih status izin tinggal terbatas menjadi izin tinggal tetap
dapatdiberikan bagi orang asing yang
memenuhi kriteria:
a. Penanam Modaldan menjabat sebagai pengurus
perusahaan dengan ketentuan kepemilikan saham

paling sedikit Rp1.000.000.000,00 (satu miliar
rupiah) atau yang setaranya dengan mata uang dolar
Amerika Serikat; atau

b.Penanam Modaldan tidak sebagai pengurus
perusahaan dengan ketentuan kepemilikan saham
paling sedikit Rp10.000.000.000,00 (sepuluh miliar
rupiah) atau yang setaranya denganmata uang dolar
Amerika Serikat.


So it seems that KITAS holders who are shareholders and directors/commissioners wanting to change to KITAP holders must prove they have a certain dollar amount of capital invested in their companies.

Application of Permen 10 2018 postponed till November 1st because Ministry of Manpower is not able to integrate the system with the immigration. All applications are still processed with the old system.
 
As expected. Doing a IMTA/KITAS application now, still with the old system, with a (for me) new step of a "pra-imta". So as of August 2017 it is: RPKTA > pra-IMTA > Pay DPKK > new IMTA > telex
