It shouldn't have been just unemployment since that affected more than just descendants of immigrants. If it was the ostracisation, how did that come about? Or were other factors in play?

The creation of ghetto like areas bring about a whole range of complex social reactions. A wave of immigrants tend to be drawn to a particular area often because it is more affordable and it is comforting to be surrounded by others of the same culture and background. Over time the residents feel more able to live and act as they might have in their original homeland and this may include the resort to traditional rituals or celebrations which seem quite alien to those outside that area.

With a new generation of locally born residents in the area or ghetto there are often internal social difficulties with the parents wanting to impose a level of discipline and behaviour in a manner that had been part of their upbringing. The children want to behave in the way they see is the fashion of young people in the mainstream. As time moves on the older generation still clings to the notions of behaviour notwithstanding that these conservative ideas may no longer be practised in the countries from which they came. Youth rebellion then becomes a serious problem. Not understood by their parents nor really accepted by their peers outside their community, anti social if not illegal behaviour becomes entrenched.

Ten or twenty years on these ghetto like areas have become quite foreign to the rest of the surrounding society and are felt as hostile and dangerous places not to be entered. When economies are booming it is not so long before the "immigrants" or children of immigrants find well paid employment and begin to move into better neighbourhoods. In time of economic downturn, high unemployment that iniquitous pattern can really only be changed when governments recognize the need for interventionist programs of benefit. Unfortunately when economic times are difficult many governments believe they cannot afford directing public funds to deal with these problems and even if they do then this may create a backlash as the broader community feels these "foreigners" are getting levels of support they do not deserve.

No easy solutions.

"Not all" means not everybody, but some are.
