Nat'l Police Chief issues a circular with 11 points. Most are sensible restrictions on broadcasting gratuitous violence/crimes and hiding the IDs of underage victims.

Oh, and also prohibits the media from "broadcasting police actions that are arrogant and violent".

 
It seems to be an internal police memo, not commands given to the media, and the other points seem to be directed solely to police behavior. So, it could be interpreted as "stop being violent so the media can't report on police violence". But, if that's the case, it is certainly poorly worded.

Yeah, I looked at the actual telegram Kapolri, it is poorly worded. However, some clues as to the intent:

1) The telegram is addressed to his own subordinates, particularly the public relations divisions.
2) The police chief has no (official) authority to restrict the freedoms of the press.

So in conclusion, it was more likely an instruction to his own PR media staff not to broadcast such behavior (when they occur).
