New Regulation for Goods Carried by Passengers and Crew of Transport Facilities Permenkeu 34/2025, effective from 6 June 2025. This regulation replace the old regulation Permenkeu_No_203_PMK.04_2017. The actual regulation is available in here

Personal allowance for carry on goods remain the same e.g. US$500.
Based on my personal understanding, the major change here is that Regular Hajj pilgrims are now allowed to bring in an unlimited value/amount of goods. In the previous regulation, it wasn’t specified. If this is true, it will mean pilgrims can theoretically bring in items of unlimited value of legally allowed items without the need to pay the custom duty. I recall a viral video from before where someone brought/wearing in a large quantity of gold necklaces and rings (e.g a few kilograms) and was hit with a hefty customs duty.
