Kitas, e-visa, IMK, passport renewals; implications of the 19th September 2024 immigration law amendments

In April 2024 I got married and applied for then received a spouse kitas on 4th september 2024, along with an IMK and an evisa e31a. Three separate documents, valid until 4th September 2025

I have recently renewed my passport and used an agent to update my kitas data (aka passport nomor mutasi). I have received that, so far so good.

But now I'm wanting to travel abroad and am concerned that I don't have either of the other two documents with the updated passport number.

Some info:

On the evisa website my user account shows the old kitas and the new amended kitas automatically (as in, attached to my account by default but cannot perform any actions on the old one, logically). The system also shows the original application made last year, again automatically and connected to my account by default. It doesn't show the IMK, unless I do a manual search for it (note the IMK was applied for as part of the original application, I can see the payment and application data of it if I look at the details).

The website allows me to make all sorts of edits of various aspects of the aforementioned amended kitas including editing passport details, but the system doesn't present the same gamut of options when I manually search and locate the IMK and attempt the same process through the 'actions' button..In fact the only two options presented, extend and convert, both throw an error.

Both the original kitas, the one with the new passport number, and the manually found IMK all have the same visa reference number, so the system knows they are connected yet it doesn't show the imk on my account.

On 19th September 2024 the laws changed. One of the changes is about the re entry permits for kitas and kitap, implying they are now not issued separately but are automatically granted. There is a thread here about it but that thread just has info pulled from a press release. The actual law says this:

"Re-entry Permits are granted to Foreigners holding Limited Stay Permits or Permanent Stay Permits.

Limited Stay Permit holders are given a Re-Entry Permit whose validity period is the same as the limited Stay Permit.

Permanent Stay Permit holders are given a Re-Entry Permit whose validity period is the same as the permanent Stay Permit."

This reads to me like the entire separate application+payment mrep/imk system is now gone and it's automatic and granted with and included as part of, kitas/kitap with no extra documentation required, and I'd argue my experience with the evisa website maybe supports that, evidenced by it not being attached to my account along with the kitas, and my inability to make any edits to the data when I force the system to show me the IMK.

Can anyone shed any light on this? I'm going on holiday out of Indonesia in a month and really want to sort this out and right now am concerned that I don't have an imk that matches my current passport. Do I need to get the IMK electronic document to match my renewed passport number? How do I do that? The only way I can possibly see to do that with the tools provided is to fully reapply for the kitas/imk/evisa package, but that can't be the way surely.

My understanding was that the e31a evisa gets you in to Indonesia then is superceded by the kitas+imk combo, and thats why I am assuming I need to somehow amend the passport number on the IMK, but see no way to do it.

Perhaps someone would be kind enough to check on the evisa website to see if they can see their IMK on file by default (not manually searching for it) and even better if they previously could see it but now can't..as it would lend credence to my interpretation of the law changes. A thread on here from November 2024 mentioned the ability to renew mrep through the system by using the 'actions' button, can any kitap holders verify if you still have that capability?

Spoke to my visa agent. She says it's now all included in the one paper (being the ITAS e-document).

Can't verify with imigrasi as they are closed for good Friday until 21s, but will try to get confirmation from them when they reopen. Does this mean the re entry permits days are finally over??

You mean that you already received an updated e-ITAS in pdf (with the new passport number on it) , correct ?

You mean that you neither received the updated Re-Entry Permit/IMK in pdf nor stamped in your new passport , right ?

I think that it is not a relevant problem . Without doing anything you can just travel with both passports (new + old) , just to be 100% safe (the old will probably not be necessary as Immigration knows every valid ITAS holder has also a valid IMK one).

To get the updated Re-Entry Permit , I suggest you to go to your local Kantor Imigrasi . Immigration may either stamp it in your new passport or later send it in pdf to your Indonesian spouse's email .

The E31A is a single entry visa , so it is cancelled as soon as you entered Indonesia . Nowadays when you request it , in reality you are also requesting everything necessary (Visa + ITAS + IMK) .

I just looked at it but the IMK is not showed (shows only :

, not a copy of the e-ITAS) .

I don't want to use the evisa website much in cases like yours because I think the website is mainly for requesting a new Immigration process (not for checking data or getting copy of documents) .

The IMK is now to be sent to the sponsor in a separated pdf . But in practice , for an ITAS , the IMK became irrelevant as Immigration started to issue it automatically together with the ITAS and with the same expiry date .

Article 160 of PerMen no.22 Year 2023 - free translation
(2) Re-entry Permit/IMK Application is carried out through:
a. receipt of application ;
b. verification of immigration fee payment ;
c. approval of Re-entry Permit; and
d. electronically delivery of the virtual Re-entry Permit/IMK to foreigners, guarantors, or responsible persons .

@marcus so for people with old KITAP (i did in 2022) for expired MERP i need to renew online correct? now its called IMK? what does it pronounce , IMK stands for what?

Old times i need to go to immigration for any issue and they resolved it now its online looks much difficult not sure because doing first time.

It seems Immigration is pushing people to do things online now . But as far as I understand the MERP/Re-Entry Permit/IMK is not mandatory (although now when we get a KITAS or a KITAP it comes with a Re-Entry Permit automatically) .

Yes . IMK = Izin Masuk Kembali = Re-Entry Permit

First time is difficult but online will benefit many people who live far from Kantor Imigrasi or Embassy .
