I guess not many Indonesians are getting UMR/Upah Minimum Regional/Regional Minimum Wage, as it is not applicable to micro and small businesses .The UMR in Bali is .. between 2,8 - 3,3 juta.
Here in Bandung I already heard of an Indonesian fresh university graduated receiving less than Rp3 million/month (city's minimum wage of Rp4.21 million/month) . Driver receiving Rp1 million/month + lunch + a cheap rented room .

Regarding wages for workers in micro and small businesses, this is further regulated in the PP on Wages. Article 36 paragraph (2) of the PP on Wages explains that the minimum wage in micro and small businesses is determined based on an agreement between employers and workers, is at least 50% of the average community consumption at the provincial level and the agreed wage value is at least 25% above the poverty line at the provincial level...
- Micro Businesses have business capital of up to a maximum of IDR 1 billion excluding land and buildings for business premises, annual sales results of up to a maximum of IDR 2 billion.
- Small Businesses have business capital of more than IDR 1 billion up to a maximum of IDR 5 billion excluding land and buildings for business premises, annual sales results of more than IDR 2 billion up to a maximum of IDR 15 billion.
