Free VOA eligible airports and harbors

There used to only be a handful of airports you could fly into on the free 30 day VOA. It's now been expanded greatly!

Does it mean one can arrive at any one of the airports, harbors or land borders and leave via any other one of the airports, harbors or land borders.?

For example could one arrive at airport number 11. Java, Surabaya, Juanda International Airport (SUB) and leave via land border number 5. Nanga Badau, Sanggau

It's not that i am planning in doing that. Just curious and it's not clear from the embassy website (unless i missed something..)

To my understanding, it is not the same as a free VOA, but the status bebas visa kunjungan, translated by the embassy as "visa-free short visit".
Technically that is not a visa on arrival for free, but a visa waiver program, allowing a visit free of a visa. This difference might be neglectable, but it helps to keep the new status distinct from the still-available VOA that you pay for at the airport and which is extendable.
