A new Visit Stay Permit was created for foreigners already in Indonesia who want to get a new type of Stay Permit without leaving Indonesia for a new visa .

It is worth knowing that there was/is already an equivalent option which is the ITAS/ITAP "sponsor change" (like for example, changing sponsor of a Retirement e-ITAS to Indonesian spouse's e-ITAS) .

Article 86A
(1) A Visit Stay Permit for foreigners in the context of changing Immigration Stay Permit...is granted for a maximum period of 60 days and cannot be extended.
(2) Foreigners in the context of the Visit Stay Permit as referred to in paragraph (1) may carry out certain activities.
(3) Certain activities as referred to in paragraph (2) are determined by the Director General.

Article 94A
The Visit Stay Permit for foreigners for the purpose of changing Immigration Stay Permit...is granted based on an application submitted by the foreigner, sponsor or responsible person...
(2) The application...may be submitted for:
a. Foreigners holding Visit Stay Permit originated from a Visit Visa on Arrival/VOA;
b. Foreigners holding Temporary Stay Permits/ITAS; or
c. Foreigners holding Permanent Stay Permits/ITAP.
(3) The application is submitted...by attaching:
a. Valid passport;
b. Visit Stay Permit originated from a Visit Visa on Arrival/VOA, e-ITAS/KITAS, or KITAP;
c. proof of guarantee in the case of having a sponsor; and
d. Information containing the intent and purpose of the application...
(4) The application as referred to in paragraph (1) must be submitted as late as 3 days before the Stay Permit expires.
(5) The application as referred to in paragraph (4) that has been submitted and immigration fees paid for before the Stay Permit expires is not considered an overstay if its settlement exceeds the Stay Permit period.

Article 94B
(3) The newly issued Visit Residence Permit...shall be sent electronically to the foreigner, sponsor or responsible .

This stay permit is a 'bridge' between the previous stay permit to obtain a new stay permit.

"That way, foreign nationals holding a Visit Stay Permit who apply through evisa.imigrasi.go.id are able to obtain a Temporary Residence Permit without having to leave Indonesia. Likewise, holders of Temporary Residence Permits and Permanent Residence Permits that can no longer be extended can obtain a new Residence Permit without having to leave Indonesia," said the Director General of Immigration, Silmy Karim.

The implementation of the Transitional Stay Permit/Izin Tinggal Peralihan is regulated in the Regulation of the Minister of Law and Human Rights (Permenkumham) Number 11 of 2024 which was ratified on April 1, 2024. The validity period of the Transitional Residence Permit is 60 days and is only valid onshore, namely for foreigners who are already in Indonesia...

The stay permit can be used by foreign nationals who will apply for a change of status to a Temporary Residence Permit. Foreigners holding a Transitional Stay Permit are not subject to overstay if their Transitional Stay Permit application is approved before the previous stay permit expires.

Foreign nationals who wish to use a Transitional Stay Permit must submit an application via the evisa.imigrasi.go.id page and make an immigration fee payment no later than 3 (three) days before the previous stay permit expires.

Silmy said that with a Transitional Stay Permit, foreign nationals can save time, energy and accommodation costs that would otherwise be incurred if foreigners had to leave Indonesia in order to apply for and wait for approval of a new visa.

"The implementation of the Transitional Stay Permit is an effort by the Directorate General of Immigration to create legal certainty for foreigners residing in Indonesia as well as ease of service," he concluded.

This is confusing ... I thought the bridging visa is only for foreigners who want a resident permit (Kitas) while already staying in Indonesia with a visa. Not for foreigners who want to change their visa to another one.
