For learning a new language (at least vocabulary), I find the software "Anki" quite helpful, it is freeware. It works similar to learning by using index cards. But what I like about the software is that the software will repeat the words that you find difficult to learn/remember more often than words you already knew from the first time or did not have such problems remembering after a few trials. And you can use card decks that other people already developed and shared so that you do not need to create your own index card staple.
